Taghribnews (TNA) - Iran Urges Taliban to Preserve Cross-Border River Ecosystems

In a recent statement, Esmail Baghaei, spokesperson for Iran’s Ministry of Foreign Affairs, emphasized the critical need for Afghanistan to uphold international legal standards and environmental conservation concerning the cross-border rivers shared by the two nations.

Highlighting the deep cultural, religious, and historical ties between Iran and Afghanistan—reinforced by nearly five decades of hosting millions of Afghan nationals in Iran—Baghaei stressed that fostering and strengthening bilateral relations requires mutual respect for shared interests and a commitment to avoiding harmful unilateral actions.

Respect for Agreements and Fair Resource Sharing
The spokesperson underscored the importance of bilateral agreements, applicable principles of international treaty and customary law, and the natural rights of downstream communities in both nations. He called for fair and equitable utilization of the rivers, which have flowed from Afghanistan into Iran for centuries, and reiterated the significance of good neighborly relations.
“Iran expects Afghanistan to cooperate in ensuring the continued natural flow of water from shared rivers and to address obstacles that disrupt this flow,” Baghaei stated.
Concerns Over New Dams in Afghanistan
Baghaei also expressed concerns about the construction and filling of new dams in Afghanistan, which could significantly impact water flow into Iran. He reminded Afghan authorities that the exploitation of water resources must comply with bilateral treaties, customary international law, principles of good neighborliness, and environmental considerations.
Diplomatic Efforts to Address Concerns
The Ministry of Foreign Affairs has formally conveyed Iran's objections and serious concerns to Afghan officials regarding the disproportionate restriction of water flow or the diversion of rivers’ natural courses. These rivers are vital for the environmental balance and prosperity of both countries' border regions.
Baghaei urged Afghanistan to consider the mutual benefits for both nations and abide by international legal standards, bilateral agreements, and the principles of good neighborliness in making decisions about shared water resources.
