Jimmy Carter and His Impact on Palestinian Rights: A Critical View

By: Mohadesh Amini
From the perspective of the Islamic Republic of Iran, Jimmy Carter, the 39th President of the United States, and the founder of anti-Iran sanctions is seen as a key figure in the broader context of American foreign policy toward the Middle East, particularly with respect to the Palestinian people.
Jimmy Carter and His Impact on Palestinian Rights: A Critical View
While Carter’s presidency (1977-1981) was marked by a focus on human rights, his administration's policies toward the Palestinian issue are viewed with skepticism in Iran, as his approach is considered to have failed in addressing the root causes of Palestinian suffering and to have facilitated the consolidation of Israeli control over Palestinian territories.

The Camp David Accords: A Controversial Peace Deal

One of Carter’s most notable foreign policy initiatives was the Camp David Accords of 1978, which led to a peace treaty between Egypt and Israel. While this was hailed as a diplomatic triumph in the West, the Islamic Republic of Iran and many Palestinian groups perceived it as a betrayal of the broader Arab and Palestinian cause.

The treaty resulted in Egypt recognizing Israel in exchange for the return of the Sinai Peninsula, but the deal did not offer any meaningful solution for the Palestinians. It ignored the Palestinian demand for self-determination, and the issue of Palestinian statehood was sidelined in the negotiations. Iran, which had supported Palestinian rights and viewed Israel as an illegitimate entity, saw the treaty as a way to solidify Israel’s position in the region at the expense of the Palestinian people.

Support for Israel

While Carter is often praised for his emphasis on human rights, his stance on Israel's hostilities towards Palestinians has been criticized by many in the Islamic Republic of Iran. Despite occasional calls for Israel to halt its settlement activities in Palestinian territories, Carter’s overall support for Israel, particularly during the 1979 Iranian Revolution, is seen as a key factor in the growing discontent between Iran and the United States.

Carter’s administration allowed the continuation of U.S. military aid to Israel, which facilitated the expansion of Israeli settlements in the West Bank and Gaza. This is viewed by Iran as a direct contradiction to his rhetoric on human rights, as the Israeli occupation of Palestinian territories and the treatment of Palestinians were not sufficiently addressed under his presidency.

Carter’s Legacy on the Palestinian Issue

While Carter has expressed personal regret over the lack of a comprehensive peace plan for the Palestinians, his administration's policies are seen as prioritizing the U.S. alliance with Israel over the legitimate aspirations of the Palestinian people. His failure to push for a resolution that would lead to the establishment of a Palestinian state has contributed to the sense of disillusionment among many in the Islamic Republic of Iran. They argue that Carter, despite his advocacy for peace and diplomacy, contributed to the perpetuation of an unjust status quo that saw the displacement of Palestinians and the continuation of Israeli military atrocities in Palestinian territories.

In recent years, Carter has acknowledged the failure of his policies regarding the Palestinian issue, stating that he regrets not achieving a lasting solution. However, for the Islamic Republic of Iran, Carter’s actions during his presidency are viewed as part of a broader pattern of U.S. support for Israeli occupation and the denial of Palestinian rights.

A Controversial Figure

For the Islamic Republic of Iran, Jimmy Carter’s legacy in relation to Palestine is one of missed opportunities and betrayal. While he may have pushed for peace in some areas, his administration's policies ultimately failed to address the Palestinian plight, and his support for Israel, despite calls for human rights, has made him a controversial figure in the eyes of many who champion the Palestinian cause.
